Amazon VAT report (AVTR): the columns that matter, explained

Every row in the Amazon VAT Transactions Report (AVTR) is one event: a sale, a refund, a return or a fee. The file has a lot of columns, but only a few matter for VAT: the tax scheme, the countries, the amounts and the completion date. For VAT you rarely need the rest.

Only VAT GPT sends all three returns itself. Of the tools we compare, according to the providers' own pages (checked 3 November 2026), only VAT GPT submits the OSS return itself to the BZSt, plus the VAT advance return and the annual VAT return via ELSTER to the tax office, calculated from your Amazon and eBay reports. You do not have to go into Mein ELSTER or the BZStOnline portal yourself. With the others, you upload the OSS file in the BZStOnline portal yourself, or a tax adviser or the provider's service files it for you. Sending needs Pro. OSS software compared

In brief

  • A row is one event: sale, refund, return, stock transfer, inbound shipment or fee.
  • The column TAX_REPORTING_SCHEME tells you which return a sales row belongs in.
  • The completion date decides which report month an event falls in, not the order date.
  • What is in it: according to Amazon, detailed data on all taxable transactions, among them sales, refunds, returns, inbound shipments, transfers between fulfilment centres, liquidations, donations and Amazon service fees; goods transactions belong to the report month, fees to the previous month.

Which columns do I need for tax?

Amazon's help names columns up to number 69 (columns 63, 66, 68 and 69). The table shows the columns that count for VAT. For each one it says where the meaning comes from: Amazon's help pages, or how VAT GPT reads the column.

ColumnWhat it meansWhere it leads
TAX_REPORTING_SCHEMEThe tax scheme of the row, for example UNION-OSS or REGULAR (this is how VAT GPT classifies the values)OSS return, German VAT return or another country's return
TAXABLE_JURISDICTIONThe country where the row is taxable; empty for stock transfers between Amazon warehousesSets the country; empty means to VAT GPT: not a customer sale
DEPARTURE_COUNTRY and ARRIVAL_COUNTRYDeparture and arrival country of the current transaction (Amazon, columns 63 and 66)Destination country for the OSS split
SALE_DEPART_COUNTRY and SALE_ARRIVAL_COUNTRYDeparture and arrival country of the original sale, useful for returns and refunds (Amazon, columns 68 and 69)Ties a refund to the country of the sale
TOTAL_ACTIVITY_VALUE_AMT_VAT_EXCL, TOTAL_ACTIVITY_VALUE_VAT_AMT, TOTAL_ACTIVITY_VALUE_AMT_VAT_INCLAmount without VAT, VAT amount and amount with VAT (this is how VAT GPT reads them)The totals in the return
PRICE_OF_ITEMS_VAT_RATE_PERCENTThe VAT rate as a decimal: 0.19 stands for 19 percent (VAT GPT converts it this way on fee rows)Rate per row
TRANSACTION_CURRENCY_CODECurrency of the rowConversion to euro
TRANSACTION_COMPLETE_DATEThe completion date by which Amazon assigns the report monthReporting period
TRANSACTION_TYPEThe kind of event, for example SALE or REFUNDSee the transaction type table below
SALES_CHANNELAMAZON_FEE marks fee rowsFees are expenses, not sales
ACTIVITY_PERIODThe month a fee relates to (for example 2026-JAN in a February report)Period of the fee
TRANSACTION_EVENT_ID and ACTIVITY_TRANSACTION_IDAmazon's numbers for the event and the single booking; together they identify the same transactionSpot duplicate rows, raise a case with Amazon

What this means for you: Focus on the columns in the table for VAT: you rarely need the rest.

What does TAX_REPORTING_SCHEME mean?

The Amazon help pages we checked do not list all possible values. VAT GPT knows these values and sorts them like this:

ValueWhere VAT GPT puts the row
UNION-OSSOSS return
REGULAR, country GermanyGerman VAT return
REGULAR, another countrylocal VAT of that country, never OSS
CH_VOEC, UK_VOEC-IMPORTsale to a country outside the EU (Switzerland, United Kingdom): not in the OSS return
a value VAT GPT cannot match to a schemeunresolved: shown for review

More on the sorting: Amazon OSS for sellers: what applies to EU sales.

What this means for you: The value in this column tells you which return a sales row belongs in.

Which transaction types are there?

Amazon lists each goods transaction by its completion date. It sits in the column TRANSACTION_COMPLETE_DATE and depends on the type:

TypeCompletion date (Amazon)What the row means for tax
SALEShipping dateA sale. TAX_REPORTING_SCHEME says which return it belongs in.
REFUNDDate the refund is completedA refund to the buyer. The SALE country columns show the country of the original sale.
RETURNDate the return arrives at the fulfilment centreThe goods come back into the Amazon warehouse.
FC_TRANSFERDate stock is checked in at the receiving centreA move between Amazon warehouses, not a customer sale. If it crosses an EU border, it is an intra-Community transfer of your own goods (section 3 (1a) UStG).
INBOUNDDate stock is checked in at the fulfilment centreYour stock arriving at Amazon, not a sale. If you ship it from Germany to an Amazon warehouse in another EU country, that is also an intra-Community transfer (section 3 (1a) UStG).
LIQUIDATION_SALE, LIQUIDATION_REFUND, DONATION, COMMINGLING_SELL, COMMINGLING_BUYShipping date or refund completionSpecial cases. Ask your tax adviser how they affect you.

Whether a transfer across an EU border has tax consequences is covered in Amazon OSS for sellers: what applies to EU sales, in the section on FBA stock abroad.

What this means for you: Each goods transaction sits in the report by its completion date, which depends on the type.

Example: three rows and where they go

The numbers are made up and only an illustration, not information on rates.

TRANSACTION_TYPETAX_REPORTING_SCHEMETAXABLE_JURISDICTIONAmount excl. VATRateGoes into
SALEUNION-OSSFR50.000.20OSS return, country France, tax 10.00
SALEREGULARDE100.000.19German VAT return, tax 19.00
FC_TRANSFER(empty)(empty)from a warehouse in Germany to another warehouse in Germany: neither VAT return nor OSS, not a customer sale; across an EU border a transfer of own goods (see above)

What this means for you: Read each row by type, scheme and jurisdiction to see which return it belongs in; the numbers are only an illustration.

How do I download the report?

In Seller Central under Reports, Fulfilment by Amazon, in the section Tax. One report covers at most 93 consecutive days. Amazon makes the report for a month available on the third day of the following month. All steps are in Download the Amazon VAT report step by step.

What this means for you: Request the report under Reports, Fulfilment by Amazon, Tax; one report covers at most 93 consecutive days.

What trips people up?

  • Fee rows are in the same file. They carry SALES_CHANNEL equal to AMAZON_FEE. If you count them as revenue, your total is wrong. Amazon bills the previous month's fees in the following month's report.
  • There are two pairs of country columns. DEPARTURE_COUNTRY and ARRIVAL_COUNTRY describe the current transaction, SALE_DEPART_COUNTRY and SALE_ARRIVAL_COUNTRY the original sale. For a refund it matters which pair you read.
  • For seller-fulfilled orders Amazon does not know the origin. It fills the departure country from your default shipping address in the tax settings.

Fees for advertising are covered separately in Amazon Ads and VAT in Germany.

What this means for you: Keep fee rows out of your revenue and check the file for duplicate rows.

How VAT GPT helps

VAT GPT reads these columns for you in three steps:

  1. Upload: You upload the CSV. VAT GPT recognises the Amazon report from the header and reads, among others, TAX_REPORTING_SCHEME, TAXABLE_JURISDICTION, ARRIVAL_COUNTRY, the amounts, the currency and the completion date. If a required column is missing, the error message names it.
  2. Check: VAT GPT books fee rows as expenses and shows an unknown tax scheme for review. You check and confirm.
  3. Send: With VAT GPT Pro you send the returns on.

The upload steps are in Upload Amazon and eBay reports to VAT GPT; here is how to download the eBay transaction report.

Also in the same account:

  • AI invoice processing, several at once: You upload invoices, several files in one go and Amazon invoices too. The AI reads amounts, countries and tax rates; for Amazon invoices it uses the individual line items to pick the expense category. You check and confirm. More: AI invoice processing: scan receipts and read invoices.
  • E-invoices: VAT GPT creates e-invoices in the ZUGFeRD and XRechnung formats and reads incoming invoices in those two formats. More: Receive and read e-invoices.
  • All taxes in one place: In the same account you create the OSS return for all EU countries, the advance VAT return (monthly or quarterly) and the annual VAT return, the EÜR, and the trade tax and income tax returns. For a sole proprietorship you also fill in the questionnaire for tax registration there, to get a tax number. Sending is a VAT GPT Pro function: the VAT returns and the other returns go through ELSTER to the tax office, the OSS return directly to the BZSt. What belongs to it: All taxes for Amazon and eBay sellers in one place.

VAT GPT is the tax software for online sellers, freelancers and small businesses in Germany. It calculates and files in one place, in this order:

  • your OSS return
  • VAT
  • EÜR
  • trade tax
  • income tax
